Who is responsible: agency, resort, boat or us?

Something may go wrong with your island trip and you want to know who to call.

The party that sold you the booking and holds your payment is usually your first contact. Behind them there may be a resort, a boat operator and sometimes a separate tour company, and each has its own part. Knowing which is which before a problem happens saves a lot of time, so read this before you pay.

This guide supports our island booking checklist. To check whether a seller holds a tourism licence, see how to verify a tour operator.

Who does what in an island booking?

The split is a guide, not a legal opinion. Your quote and receipt show who actually took your money.

How do you find out who holds your booking?

Look at three places and see whether the same name appears:

  1. The name on the quote.
  2. The name on the payment receipt or the bank account you paid.
  3. The name on any confirmation from the resort.

If they are all the same, you have one clear point of contact. If they differ, ask the seller to explain the relationship in writing before you transfer anything. A name that appears only on the bank account is worth a direct question.

What should you do first when something goes wrong?

Follow the same order each time:

  1. Take photos or screenshots of the problem and note the time.
  2. Contact the party you paid, in writing, and state what you want.
  3. Mention the resort or boat operator by name, so they can follow up.
  4. Keep every message, receipt and the original quote.
  5. If you get no answer in a reasonable time, escalate in writing and keep copies.

Our guide on cancellation procedures shows the same logic for cancelled sailings.

How can you check a seller’s licence?

Sabah Tourism and Bernama point travellers to the Ministry of Tourism, Arts and Culture (MOTAC) online check, which accepts a company name or licence number [1]. Confirm the current address on the MOTAC site before you rely on it.

A licence does not promise a good experience, but it tells you the seller is known to the regulator. For what to do when a name is missing, see what to do if a tour company is not on the list.

What does IslandQuest do, and where does it stop?

IslandQuest is a planning guide for Malaysian islands. We explain, compare and prepare you to ask good questions, and you can message us for help to request a written quotation. We do not own or run a resort, boat or tour, and our pages are not a promise of availability, price or weather.

You can read more on the site’s role and in our disclaimer.

A better fit if…

Mapping responsibility first suits you if:

  • you are booking through someone you have not used before.
  • the quote mixes a resort, a boat and an activity.
  • you are paying for a group and want to know who to approach if plans change.

What should you do next?

Write down the three names: who you paid, who runs the room and who runs the boat. Put them at the top of your booking folder. If any is unclear, ask for it before the deposit, and use our payment safety guide for the payment step.

If you are not sure who holds your booking, send us the quote and the name on your receipt and we will help you work out whom to ask first.

Common questions

Who do I contact if my room is not as described?

Start with whoever sold you the booking, because they hold your payment and your quote. If the quote came from a resort, contact the resort. If it came from an agency, contact the agency first and ask them to take it up with the resort. Keep every message in writing.

Who is responsible if the boat is cancelled?

It depends on who arranged the boat and what the terms say. Ask before you pay: who decides, who pays for an extra night, and whether you get a refund or credit. Our cancelled-boat guides give the exact questions.

Is IslandQuest responsible for my booking?

IslandQuest is a planning guide. We help you choose an island, understand a package and prepare questions, and we can help you ask for a written quotation. The contract and the payment are with whoever issues the quote, so check their name every time.

What if I paid one party but the problem is with another?

Start with the party you paid and ask them to name who provides the part that failed. They are usually your first point of contact. Keep copies of the quote, the receipt and the messages so you can show what was agreed.
