Sipadan permits explained for choosing Semporna

You want to see Sipadan and need to understand how the permit changes your plans.

Sipadan access is permit-controlled, and permits are booked by registered operators, not by visitors. That changes how you plan a Semporna trip: you choose an operator first, then a base, and treat the permit as something to confirm in writing. Nothing here is a promise that a permit will be granted.

For the island itself, see Pulau Sipadan. For where to stay nearby, read Mabul vs Mataking for a Semporna stay.

What do we know about how Sipadan works?

Sabah Parks says Sipadan is about 45 minutes from Semporna town by speedboat in calm seas [1]. It also says there is no accommodation on the island since it became a marine park in 2004 [1]. So you stay elsewhere and travel in.

Permits are booked by dive or tour operators at the Sabah Parks headquarters in Kota Kinabalu or its Semporna office, up to six months ahead [2]. Sabah Parks lists 42 registered operators [2]. Ask any operator you consider whether it is on that list.

What are the payment and cancellation terms?

Sabah Parks reports a 50 percent deposit, with full payment two weeks before the visit [2]. Cancelling more than two weeks ahead keeps 10 percent, and cancelling under two weeks forfeits all [2]. Operators may set their own terms on top, so compare the wording in each quote.

Here is a timeline you can fill with your own dates:

  1. The date you want to be on Sipadan.
  2. Six months before: the earliest an operator can book the permit.
  3. The date your deposit is due, per your quote.
  4. Two weeks before: full payment, and the point after which cancelling forfeits the permit.

If your plan hangs on one date, ask the operator to hold the permit as early as the quote allows.

What do the fees look like?

Sabah Parks lists a conservation fee of RM100 for international visitors and RM50 for Malaysians, and a scuba diving fee of RM350 for international visitors and RM250 for Malaysians [3]. These may change, and your operator may bundle them.

A 2018 operator notice gave a daily quota of 120 divers and a permit fee of RM148.40, but it is dated and not on the current Sabah Parks pages [4]. Do not plan around it.

Ask your operator which fees are in the package, and for the current figure on your date. Our guide on Sipadan permits in a package explains the wording to look for.

How does this change how you choose Semporna?

Choose in this order: the operator, the base, then the dates. A good base is useful even if the permit falls through, because you still have a place to stay and other sites to ask about. See Semporna island package inclusions for what packages cover, and Sabah islands seasons and permits for timing.

A better fit if…

Planning around a Sipadan permit may be a better fit if:

  • you can set your dates early and hold them.
  • you are happy to choose an operator before a resort.
  • you accept that the permit is the operator’s to confirm.

A Semporna trip without Sipadan may be a better fit if your dates are late or flexible, or if you mainly want snorkelling on nearby reefs. Ask whether snorkelling at Sipadan is covered by your permit, because research did not confirm it.

What should you ask before you book?

  • Is the permit confirmed or only requested, and who confirms it?
  • What is the deposit, and when is full payment due?
  • What do I lose if the permit is not granted?
  • Which fees are in the quote, and which are extra?
  • Is snorkelling or diving allowed on my permit?

Tell us your dates, whether you dive or snorkel and the size of your group, and we will help you ask operators the permit questions before you pay a deposit.

Common questions

Can I book a Sipadan permit myself?

Sabah Parks says permits are booked by dive or tour operators at its Kota Kinabalu headquarters or Semporna office, up to six months ahead. That means the operator you choose is part of your plan. Ask whether your package includes a confirmed permit, and what happens if it is not granted.

When do I pay, and what if I cancel?

The Sabah Parks terms say a 50 percent deposit, with full payment two weeks before. Cancelling more than two weeks ahead keeps 10 percent, and cancelling under two weeks forfeits all. Your operator may set stricter terms, so read the wording in your quote.

Can I stay on Sipadan?

No. There is no accommodation on the island since it became a marine park in 2004. It is about 45 minutes from Semporna town by speedboat in calm seas, so most visitors stay on nearby islands or in Semporna. Choose the base first, then check the permit.

Is the daily quota still 120?

A 2018 operator notice gave 120 divers a day, but it is dated and not on the current Sabah Parks pages. Do not plan around it. Ask your operator for the current permit situation and fee for your date.
