Sipadan permit wording in a package, explained
Your quote says a Sipadan permit is included and you want to know exactly what that promises.
“Permit included” on a Sipadan quote should mean the operator books your entry permit and the cost is in your price. It does not by itself tell you the date, the fees or the cancellation terms. Ask for those three in writing before you pay.
Our Pulau Sipadan guide sets the scene. This page belongs to our wider guide to choosing an island package.
What does the wording on a quote usually mean?
Read each phrase as a question, not an answer.
| Wording | What it may mean | Ask |
|---|---|---|
| Permit included | Operator books it, in your price | Which date, which fees? |
| Subject to availability | Not yet secured | When will you confirm? |
| On request | Extra, to be arranged | What does it cost? |
| Permit fee extra | Not in the price | How much, who pays? |
A quote that says “included” without a date is the one to question first.
Who books the permit?
Permits are reported as booked by dive and tour operators at the Sabah Parks office in Kota Kinabalu or Semporna, up to six months ahead, with a deposit of half and full payment two weeks before [3]. Forty-two registered operators are listed.
That means you do not book it yourself, and the operator you choose is the one that holds your date. Ask which operator it is and whether the same one runs your dive or snorkel day.
What fees sit around the permit?
Sabah Parks publishes a conservation fee of RM100 for international visitors and RM50 for Malaysians, and a scuba diving fee of RM350 and RM250 [2]. Confirm the current figures with the operator, because the page itself asks you to.
Ask whether these fees are in your package price or added on top, and whether the quote applies the Malaysian rate to you. Our guide on Semporna island package inclusions shows the wider list.
What are the cancellation rules?
The published rule is a deposit when booking, full payment two weeks before, a cancellation more than two weeks out keeping ten percent, and a cancellation under two weeks forfeiting all [3]. Your agency may add its own terms on top.
Ask for both sets in writing. Our guide on cancellation waivers explains how a waiver interacts with a non-refundable part.
Does Sipadan have accommodation, and how do I reach it?
No accommodation exists on the island since it became a marine park in 2004, and the trip is about 45 minutes from Semporna by speedboat in calm seas [1]. Your stay is therefore on the mainland or on a nearby island.
Ask how the permit day is arranged: the boat time, the dive or snorkel plan and the return.
Is there a daily limit I should know about?
A 2018 operator notice gave a daily quota of 120 divers and a permit fee, but it is dated and does not appear on current Sabah Parks pages [4]. Do not rely on it. Ask the operator for the current limit and how it affects your date.
What should I ask the agency?
- Which operator holds my permit, and for which date?
- Which fees are in the price, and which are extra?
- Is the permit confirmed or subject to availability?
- What are the deposit and cancellation terms, in writing?
- What happens if the weather stops the trip?
A better fit if…
A package with a confirmed permit date may suit you if Sipadan is the point of the trip. A flexible plan on nearby islands may be a better fit if you want to keep your options open while permit dates are checked.
Common questions
What does permit included mean in a Sipadan package?
It should mean the operator books the entry permit on your behalf and the cost is in your price. Ask which fees that covers, the date of the permit and whether the operator has confirmed it or it is subject to availability. A written confirmation of the permit date is the best proof.
Who books the Sipadan permit?
Permits are reported as booked by dive or tour operators at Sabah Parks, not by individual travellers. Ask the agency which operator holds your permit and the date. If the operator changes, the permit may need to be rebooked.
Are fees separate from the permit?
Sabah Parks publishes a conservation fee and a scuba diving fee, with different rates for Malaysians and international visitors. Ask whether these are in your package price or added on top, and whether your rate is the Malaysian one.
What if I cancel?
The published rule is a deposit when booking, full payment two weeks before, a small portion kept if you cancel early and all of it lost if you cancel late. Your agency may apply its own terms on top. Ask for them in writing before you pay.
