Life jackets on island boats: child sizes

You are taking children on an island boat and want to know what the life jacket rules are.

The exact life jacket rule for passenger boats was not found in our research, so treat child sizes as a question for the operator. The Malaysian Maritime Enforcement Agency (MMEA) advises operators to provide enough life jackets for all passengers and to respect capacity [1]. Enough in number does not say anything about child sizes.

This page does not declare any boat safe. It gives you the questions to ask and a fit check you can run yourself. Our guide on boarding a boat with toddlers and strollers covers the step onto the boat.

What did research confirm, and what did it not?

Confirmed: the maritime enforcement agency advises operators to provide enough life jackets for all passengers and to respect capacity. A 2017 Bernama report says the Merchant Shipping Ordinance 1952 (Amendment) 2014 requires passenger insurance [1].

Not found: the exact Marine Department provision for life jackets on passenger boats, any child size rule, and any rule on bringing your own [1]. Do not assume a gap means the boat is unsafe or safe. It means you ask.

What should you ask the operator?

Send these before the trip, and ask for the reply in writing:

  • Are there child life jackets on board, and in which sizes?
  • Is there a size for an infant or toddler, and how do they fasten?
  • What is the number of life jackets on board compared with its passengers?
  • Do passengers wear them throughout the crossing, or only in rough sea?
  • Can we bring our own child’s life jacket, and is it accepted?
  • Who checks that each passenger has one before the boat leaves?

If the operator will not answer in writing, ask the resort or agent to confirm. If the answer is unclear, pick a different boat or time.

How do you check the fit at the jetty?

Run this fit check before the child steps onto the boat:

  1. Match the label to the child’s weight, not only their age.
  2. Fasten every buckle and strap, snug but not painful.
  3. Lift the jacket gently at the shoulders. If it rides up towards the chin or ears, it is too big.
  4. Check the child can breathe, sit and move their arms comfortably.
  5. Check the straps again after a minute, in case they loosen.

A jacket that fits on the jetty is more useful than a larger one that slips off. If the size on board does not fit, say so before you board, not after.

What about rough seas?

Whether a boat sails is for the operator and the weather warnings to decide. Travellers check strong-wind and rough-sea warnings at www.met.gov.my and in the myCuaca app, updated about every three hours [2].

A child’s life jacket does not make a rough crossing comfortable for a toddler, so ask what the boat does when a warning is in force. See our guide on rough sea warnings and when boats do not sail.

A better fit if…

A shared speedboat may be a better fit if the operator shows child sizes and the crew checks every passenger. A private boat may be a better fit if you want to control the crossing time and ask the crew for sizes in advance.

Read private boat for a family: when it is worth it for how to weigh it. For snorkel trips, see life jackets in snorkel tours: sizes for children.

What should you ask before you book?

  • Can you confirm child life jacket sizes in writing?
  • What do the crew do if a child does not fit any jacket?
  • What is the plan if the sea is too rough on our day?
  • What is the cancellation rule if we feel unsure about boarding?

Tell us the children's ages, weights and your boat, and we will help you send the operator a clear life jacket question list before the trip.

Common questions

Does the boat have to provide life jackets for children?

The exact rule for passenger boats was not found in our research. The Malaysian Maritime Enforcement Agency advises operators to provide enough life jackets for all passengers and to respect capacity. That says enough for everyone, but not which sizes. Ask the operator whether child sizes are on board.

What size life jacket does my child need?

No source we found sets child sizes for island boats. Life jackets are usually labelled by weight range, so check the label against your child's weight rather than their age. Ask the operator to show you the sizes before you board, and pick the one that fits, not the nearest.

Can I bring my own life jacket?

Research did not confirm a rule on this. Ask the operator in advance whether a child's own life jacket is accepted, and whether it must be worn throughout. If you bring one, make sure it fits your child and that you can fasten it quickly.

When should a child put the life jacket on?

Put it on before stepping from the jetty onto the boat, and check the fit then. Ask the crew whether life jackets are worn throughout the crossing or only when the sea is rough. If the crew does not want to say, ask the resort or agent.
