Best Johor island if you cannot swim

You want an island near Mersing without snorkelling, and need to know what there is on land.

If you cannot swim, choose the Johor island by what you can do on land and how gently you can reach the water, not by its reef. Rawa has a resort with compulsory board and a shallow house reef, Pulau Besar has a short reported transfer, and Tioman has villages with more to walk to. None of them can be called shallow or safe from a desk, so this page gives you the questions.

Our guide to choosing a Johor island puts the islands in order, and the island shortlist matcher can narrow the list once you say you do not swim.

What does each island offer on land?

IslandWhat research confirmsAsk the operator
RawaSingle resort, three buffet meals daily and compulsory board [2], shallow house reef and a dive centre that teaches [1]Pool, shaded seating, a marked swimming area
Pulau BesarResort speedboat about 30 minutes, high tide only [3]Room types, meals, what is on land
TiomanSeven villages, Tekek the largest [4]Which village has shops, paths and a calm beach
Pulau TinggiNo stay confirmedEverything: stay, meals, access

Read each blank as a question. The aim is to leave with a written list of what you can do each afternoon.

How do you enter the water without stress?

Look for a place where you can walk in slowly and stop whenever you like. Ask for photos taken at low tide, how quickly the water deepens and whether someone watches the swimming area.

Wading in a life jacket is a good way to enjoy the sea. Our guide to a non-swimmer’s view of resort pools versus the beach lists what a pool can give you instead.

What if your group snorkels and you do not?

Plan the day in two halves. While the others snorkel, you can have a slow breakfast, a walk, a book or a glass-bottom boat if the resort offers one. Our guide on a daily split plan for swimmers and non-swimmers shows how to avoid waiting alone.

The practical implication: ask the resort what is on offer during snorkel hours, and book it before you arrive.

A better fit if…

Rawa may be a better fit if:

  • you want meals, a base and a shallow reef for the family in one place.
  • you prefer a single resort over choosing between villages.

Tioman may be a better fit if:

  • you want villages, shops and paths within walking distance.
  • you are happy to compare villages before you pick.

Another island is a better fit if you were counting on snorkelling to fill your days. Our page on island holidays for someone who does not want to snorkel looks at other options.

When is the season?

The northeast monsoon, roughly November to February or March, closes most east-coast resorts [5]. If calm afternoons on land are the point of your trip, check the open dates before you check anything else.

What should you ask before you pay?

  • Is there a pool, and is it open to all guests?
  • How far can I wade before the water is chest deep?
  • Is the swimming area marked, and does anyone watch it?
  • Are life jackets provided on every boat?
  • What can I do while the group snorkels?
  • What is the cancellation rule if the boat cannot sail?

Send the same list to two operators and compare the answers with the resort inclusion comparator.

Tell us who is going and what a good day on land looks like for you, and we will help you ask each Johor island the questions that matter for a non-swimmer.

Common questions

Can a non-swimmer enjoy a Johor island?

Yes, if the stay gives you things to do on land and a way into the water that you control. A resort with meals, shade and a path to walk can fill a day. Ask each place what a guest who does not swim can do, and ask for the answer in writing.

Is the water shallow on these islands?

The research we checked does not measure beach depth on any Johor island, so the answer has to come from the resort. Ask how far you can wade before it is chest deep, whether the area is marked and who keeps watch.

Which island is best if my partner snorkels and I do not?

Choose a stay where the non-swimmer has a comfortable base while the other goes out, such as a resort with meals, shade and seating. Rawa's resort has a shallow house reef and compulsory board, so meals are covered. Ask where you can sit near the water.

Is Pulau Besar the same as Perhentian Besar?

No. Pulau Besar off Mersing is in Johor and Perhentian Besar is in Terengganu. Check the state and the jetty on every quotation, and ask the agent which one they mean if the quotation only says Besar.
